Environmental Policy - Expect More - Do More

Environmental policy is any type of action consciously taken, or disregarded to manage human activities with a view to prevent, reduce, or mitigate harmful effects on nature and natural resources, and ensuring that man-made changes to the environment do not have harmful effects on humans or wildlife and nature itself.

It is useful for us to consider that environmental policy comprises two major terms: environment and policy. Environment primarily refers to the ecological dimension (ecosystems), but can also take account of the social dimension, or quality of life, and as an economic dimension correlating to resource management. The term policy can be defined as a course of action or principle adopted or proposed by a government, party, business or individual. That leaves us with the combined definition that an environmental policy focuses on problems arising from human impact on the environment, which retro-acts onto human society by having a negative impact on human values such as good health or a healthy, robust environment.

Environmental issues which are typically addressed by standard environmental policies include (but are not limited to) air and water pollution, waste management, ecosystem management, biodiversity protection, and the protection of natural resources, wildlife and endangered species. More recently however, environmental policy has expanded into the communication of environmental issues. Global warming hoax – global cooling myth exposed for the garbage that they are. They both are still alive and kicking these days, even after unprecedented heat waves, droughts, and tornado outbreaks are shattering records everywhere across the globe. This March ‘heat wave‘, described as staggering and astonishing by meteorologists set thousands of temperature records for cities all across the eastern two-thirds of the nation.

No one with a minimal amount of intelligence can see the global cooling myth or the global warming hoax as nothing more than the propaganda that it is. ‘Merchants of Doubt‘ have been intentionally planting seeds of uncertainty throughout the land, but none come as close to the U.S. in terms of propaganda and denial campaigns. These merchants of doubt are paid well by special interest groups to endlessly question data, dismiss experimental innovation, stress uncertainties, and demand further research. These ‘well paid’ ‘skeptics’ are part of a group that has helped weaken legislation action or brake political momentum on such big issues such as tobacco, acid rain, ozone layer protection and climate change. Climate change science is being addressed in the State of the Planet report at the Planet Under Pressure conference in London which began March 26, 2012 and ends March 29, 2012.

In the State of the Planet report, climate scientists described human’s global impact as “The Great Acceleration” and offered an ominous outlook for an uncertain future in a much hotter world.

2,800 climate science experts are meeting at the 4 day Planet under Pressure conference in London, and the Day 1 analysis of the current condition of Earth kicked off the week long review of vital signs, obstacles, and how to proceed forward.

According to the experts in the fields, time is running out rapidly to minimize the risk of setting in motion a series of events which could mean irreversible, long-term climate change and other dramatic changes to Earth’s life support systems, according to climate change scientists speaking at the Planet Under Pressure conference. This unequivocal warning was delivered on the first day of the conference giving the latest readings on the planets vital signs. The Federal Water Pollution and Control Act (Clean Water Act) was originally made into law June 30, 1948 as statute (Ch. 758; P,L. 845), which authorized the U.S. Surgeon General of the Public Health Service, in cooperation with other Federal, state and local entities to prepare comprehensive programs with the intention of either reducing or entirely eliminating the pollution of interstate waters and tributaries and improving the sanitary condition of surface and underground waters. During the development of these plans, due process was to be given to improvements necessary to conserve waters for public water supplies, propagation of fish and aquatic life, recreational purposes, and agricultural and industrial uses. The original statute also authorized the Federal Works Administrator to assist states, municipalities, and interstate agencies in constructing treatment plants to prevent discharges of inadequately treated sewage and other wastes into interstate waters or tributaries.

The Federal Water Pollution and Control Act of 1948 was not the first issuance of clean water directives however, as earlier versions were created, such as the Rivers & Harbors Appropriation Act of 1899 which is the oldest federal environmental law in the United States. It was originally enacted as the River and Harbor Act of 1886, but was later re-codified into the Rivers and Harbors Act of 1899. The Act of 1899 made the discharge of refuse matter of any kind into the navigable waters, or tributaries thereof, of the United States without a permit a misdemeanor which was specifically referred to as the Refuse Act. The Rivers and Harbors Act also makes it a misdemeanor to excavate, fill, or alter the course, condition, or capacity of any port, harbor, channel, or other areas within the reach of the Act without a valid permit. The Rivers and Harbors Act of 1899 also made it illegal to dam navigable streams without a license (or permit) from Congress and was included for the purposes of hydroelectric generation, at a time when the electric utility industry was expanding quite rapidly. Global Green USA will join presidents, prime ministers, other world leaders ­and thousands of citizens and activists from Brazil, the U.S., and around the globe in Rio de Janeiro for the United Nations Conference on Sustainable Development (a.k.a. Earth Summit) next June.

I will be leading a Global Green USA delegation, which will include a chosen citizen entrepreneur who took our I AM Challenge to fight climate change and demonstrated a community action to help us in the fight. I hope you will also take the challenge, and get the chance to join me there.

The Earth Summit is especially meaningful for us at Global Green USA: Leaders from around the world at the 1992 Rio Earth Summit called upon President Mikhail S. Gorbachev to start and lead the Green Cross. In April 1993, Green Cross International (GCI) was founded by President Gorbachev, and Global Green USA — the U.S. arm of GCI — was started a few months later.
